ENFORCEMENT AT RISHTON PAPERMILL

Over several years, Rishton Papermill has been identified by local residents as a problem area. It is located on a key arterial road into Rishton and what should be an attractive gateway to the village but instead creates a poor impression of the area.

The site has remained unsecure for several years and very limited attempts have been made to restrict access. As a result it has been strewn with litter, covered in graffiti, vandalised, been subject to several instances of fly tipping and has become a magnet for young people.

 
Cllr Jeff Scales said, "This is an area that should be developed as it is in a prime location by the river. It has the potential to be an extremely attractive development but there has been no activity by the owner either to develop the site or manage it properly."

Hyndburn Council enforcement saw the trees and shrubbery which were encroaching onto the highway cut back, with costs recharged to the owners of the mill. The Rishton Councillors are currently engaged with Council officers to see the site tidied up completely and either sold on or developed.
