UNCONTROLLED DOGS ON THE WHITE PATH

Cllr Clare Cleary has received a complaint from a Rishton family who were assaulted on the White Path by two dogs who were off the lead and out of control. The dogs were described as a huskie-type and a Brindle mastiff and Cllr Cleary has now asked Hyndburn Borough Council staff to investigate.

A Council spokesman said, "We are currently in the process of reviewing our Dog Control Orders in relation to fouling, dogs on leads, excluding dogs from certain areas, and this may give us the opportunity to strengthen our position. This will be under new anti-social behaviour powers."

In 2014, HBC picked up 245 strays of which 99 were reclaimed, 103 were re-homed and 43 were put to sleep (of which 18 were Pit Bull Terrier types, 15 were dangerous/aggressive, and 10 were unsociable/destructive or had severe neglect or terminal illness).

It is understood that the person involved in the Rishton incident is known to the dog warden, having been served with a FPN for fouling and also has a previous FPN from the police for aggressive behaviour to the dog warden. An investigation is now open and this will involve the police.
