Work has started to put a new surface along Cut Lane in order to significantly improve the road.
Discussions have been taking place for many years about how to solve the problem of this particular unadopted road, ownership of which is split between HBC and the residents themselves, not Lancashire County Council as with most other stretches of highway. The cost of upgrading the road and all utilities connections to adoption standards, thereby transferring future maintenance liabilities to LCC, stands at around £80,000 and this would have to be split between HBC and the householders.
The bill has been deemed unacceptable by residents and so it has been agreed by the Rishton Councillors that a one-off patch up will be done and the road widened as far as possible to make a better parking area for users of Cutwood Park.
Cllr Ken Moss has led on the project and said, "It has been a long standing argument with residents that the Council should do something about the road but they have told me the price tag for their half is too steep. After many discussions we have now agreed on a plan for low-grade resurfacing which involves scraping off the top layer to where the ground is solid and then putting Tarmac scalpings on top to make it presentable and firm."
He added, "The cost for the current resurfacing works out at £5,000 and is coming from the Area Council budget as the lane is well used by many residents but I have made it quite clear that this is the last time we will be spending any money on Cut Lane. The only viable future option from an HBC perspective is full adoption. We will pay our half but the residents must pay their half too."
