The rail was spotted down a back alley by the garages behind Commercial Street by Rishton resident Liz Williamson, who informed Cllr Ken Moss of its whereabouts.
Cllr Moss said, "The handrail disappeared years ago and no one seemed to know why. It would have cost a lot to replace and the path leading down to the towpath at High Street is quite slippery during icy weather so I am very pleased that we have got it back. Liz has been asking me about it ever since it went missing so it only seems fitting that she should be the one who found it again!"
The rail will be re-installed shortly.
