FULL COUNCIL - DOG FOULING FINES

At the meeting of the Full Council on 10th November 2011, Cllr Ken Moss proposed a motion to increase the maximum amount of a fixed penalty notice for dog fouling which was carried unanimously:

'This Council writes to the government to recommend the maximum on-the-spot amount by which a person can be fined for allowing their dog to foul a public place should be increased to £1,000 as part of a concerted move to reduce this problem.'

Following an increased number of complaints from residents, the Rishton councillors have been working with the dog warden and Deputy Leader of the Council, Cllr Clare Pritchard, to try and tackle the problem. Extra patrols have been set up in the village and the cleansing team have been working on areas where fouling is particularly bad.

The dog warden has stated that the best way to punish the walkers who allow their dogs to foul is by getting residents to name and shame, giving a time and a location, preferably with any known details of the person concerned such as name and address if possible. Once this is received extra patrols (both in uniform and covertly) can be organised at times when dog fouling is likely to occur in order to catch the culprits.
